Better architecture moves key functions closer to source.
Testing.
Sorting.
Grading.
Yield assessment.
Documentation.
Valuation intelligence.
Selective beneficiation.
Not every process must occur domestically.
Economics matters.
Capability matters.
But source should understand what leaves before it leaves.
Otherwise the export is not only material.
It is information value.
